Dear Mr. Woody:
SUBJECT:
SURVEILLANCE CAPSURE WITHDRAWAL SCHEDULE-ST. LUCIE, UNIT 2 (TAC NO. 64081)
By letter dated August 7, 1986, the staff requested that the Florida Power and Light Company (FP8L) provide a justification for the Unit 2 reactor pressure vessel surveillance capsule withdrawal schedule or commit to the withdrawal schedule identified in the staff's letter.
The current schedule was put in place when Unit 2 was licensed and additional data has subsequently become available, including the removal and analysis of capsule W-83.
By letters dated September 4, 1986, December 2, 1986, April I, 1987, and May 17, 1987, FP8L provided the requested information.
The staff has reviewed the information provided and finds that FPSL is in compliance with Appendix H of 10 CFR 50 and the present withdrawal schedule is appropriate.
This finding is partially based upon FPSL's more recent analysis that demonstrates the revised figure of neutron fluence versus transi-tion temperature shift as contained in the submittal dated May 17, 1987, to be more appropriate to Unit 2 than Figure B3/4.4-1 of the current Technical Speci-fications.
We concur that the revised figure be incorporated in the bases of the technical specifications at a future date, as proposed to in the May 17, 1987 submittal.
This completes the staff's work on the above subject.
Our safety evaluation is enclosed.
Sincerely, Enc ure:
