3. 1.2, 3.2.1, 3.2.2, 4.1 and 4.5.1 Introduction By letter dated November 8, 1983, Florida Power and Light Company, the licensee of St.

Lucie Plant, Unit Nos.

1 and 2, provided information regarding their compliance to Action Items 3. 1. 1, 3. 1.2, 3.2. 1, 3.2.2,

4. 1, and 4.5. 1 of GL 83-28.

The staff evaluated the licensee's responses against the NRC staff positions described in the Generic Letter for completeness and adequacy and concluded that the licensee's responses to Action Items 3. 1. 1, 3.2. 1, 3.2.2,

4. 1, and 4.5. 1 were acceptable and met the intent of GL 83-28.

However, the licensee's response to Action Item 3. 1.2 was incomplete, thus requiring additional information to determine acceptability.

This was documented in the Safety Evaluation that was transmitted to the licensee in a letter dated December 17, 1985.

The need for this additional information was transmitted to the licensee in a letter dated August 6, 1985.

The licensee subsequently responded to this request for information in a response dated September 17, 1985.

We requested the licensee to review their current test and maintenance procedures for safety-related'components in the Reactor Trip System (other than the reactor trip switchgear) and verify that appropriate test guidance was included in the test and maintenance procedures or the Technical Specifications.

Evaluation In their response, the licensee stated 'that they have reviewed the current test and maintenance procedures for safety-related components/systems and have ensured that all appropriate vendor information and test guidance currently available are included in these instructions.

The licensee also confirmed that Technical Specifications have been reviewed and no changes are necessary.

Conclusion The staff has completed its evaluation of this response and concluded that it is acceptable and meets the intent of GL 83-28.
