Complete DESLGNATED ORIGlNAL Certii'ied By, The enclosure provides ICSB's response to your memorandum dated July 15, 1983 requesting Systematic Assessment of Licensee Performance (SALP) input for St. Lucie 2.
The categories listed in the attached matrix are those identified in Table 1
of NRC Appendix 0516.
The ICSB considers the attributes associated with each category identified in the subject table to be sufficient to indicate per-formance of the licensee.
N/A implies that the evaluation criterion is not applicable.
It should be noted that I have given the licensee a Category 3 rating for the evaluation criteria related to responsiveness and approach to re-solution.
There has been considerable NRC effort (conference calls and various submittals) expended to obtain acceptable resolutions for two particular issues which are:
1)
Safety classification of turbine trip circuitry and 2)
Surveillance requirements for ESFAS subgroup relays.
