Docket Nos. 50-335, 50-389 Fast Cold Starts of Diesel Generators Generic Letter 83-41 The diesel generators at St. Lucie Units 1
and 2 do not undergo the type of fast cold starts discussed in the generic letter because of our Cprelubrication of turbocharger bearings and brief idle period prior to loading, We have, however, determined the number of quick starts for the generators in the December 1,
1982 to December 1,
1983 time period.

- includes pre-operational startup testing We have also conducted a brief assessment of the effects of frequent fast cold starts on diesel generator reliability.
In the past we have had problems with turbocharger failures.
Therefore, we have performed several modifications on the St. Lucie generators to improve reliability.
These modifications. include installation of high capacity turbochargers, modifications to the soakback lube oil system, and impl'ementation of an idle start feature.
Even with the above modifications installed, fast starts place unnecessary stress on the engines.

In general it is our. opinion that we should fast start our diesel generators only for surveillance testing and even then they should be prelubricated.
Idle starts should be used for maintenance starts and just prior to surveillance starts.
This will provide for the greatest reliability and avail ability of the diesel generators.
