2 Docket No. 50-389 Natural Circulation Testing Plan Attached for your approval is the Florida Power 8 Light proposed test abstract for performing Natural Circulation Testing at St. Lucie Unit 82 (SL-2) during our upcoming Hot Ops II.

The test abstract focuses on reducing the impact of Natural Circulation Testing at SL-2 and also meets the requirements of NUREG-0737-TMI Action Plan I.G.l.

In addition to the testing as outlined in the abstract FP&L proposes to do a one time test in which natural circulation will be initiated from a "no flow" condition as requested by your Mr. W. Long of the Procedures and Test Review branch.

We will, by this test, be able to determine the extent of natural circulation without forced circulation as an initiating event.

Upon receipt of your approval of this approach, FPKL will proceed with completion of the detailed test procedures.

NATURAL CIRCULATION TESTING INITIAL CONDITIONS The Reactor Coolant System, is at'532 F and'2250 psia, all rods inserted.

A b8ron concentration consistant with a 5% shutdown margin at 400 F is present in the Reactor Coolant System.

Atmospheric steam dump and/or turbine bypass systems are operable.

Auxiliary feedwater is maintaining steam generator levels within normal range.

Pressurizer level and pressure controls are in automatic.

'TEST At least one reactor coolant pump in each loop is operating.

Trip all running reactor coolant pumps.*

Begin cooldown at -2$-30 F per hour via atmospheric steam dumps or steam bypass to 400 F.

Begin reactor coolant system depressurization via auxiliary spray to 1750 psia.'I Stabl i 1 ize RCS at 400 F and 1750 ps ia.

TEST RECOVERY Start Reactor Coolant Pump(s) in accordance with normal plant procedures.

Heat up Reactor Coolant system to normal zero power temperature.

3.

Operate pressurizer heaters to increase reactor coolant pressure to 2250 psia.

4. 'epeat test sequence and recovery as needed.

FPSL will perform a one time natural circulation test in which the Reactor Coolant Pumps will be allowed sufficient time to coast down prior to initiating cooldown..
