3100023E and Appendix A (pages 7 and 8) of Off-Site Emergency Organization Procedure 1202 of the enclosed material are exempt from public disclosure in accordance with Section 2.790 of the NRC "Rules of Practice", Title 10, Code of Federal Regulations.
Pursuant to section 2.790 (d)(1) this information is exempt from disclosure because it identifies phone numbers of key emergency response personnel, the disclosure of which could impede the licensee's ability to respond during plant emergencies and safeguard special nuclear material.
