FLORIDA POWER II LIGHTCOMPANY February 19, 1981 L-81-54 Office of Nuclear Reactor Regulation Attention:
Mr. Harold R. Denton, Director U. S. Nuclear Regulatory Commission Washington, D.
C.
20555
Dear Mr. Denton:
Re:
St. Lucie Unit ¹2 Docket No. 50-389 FSAR Inde endent Desi n Review In our meeting in your Bethesda offices on February 5, 1981, you and Mr.
Eisenhut indicated your support for the Independent Design Review
( IDR) concept for the St.
Lucie Unit 2 licensing process.
As we described to you in our meeting, we plan a pilot program with multiple firms reviewing a system each.
At this time we have contracted with three firms'i(Bechtel Power Group for A. C.
Power Systems (excluding Diesel Generators),
guadrex Corporation for Component Cooling Water, and EDS Nuclear Corporation for the Containment Spray System).
The tentative schedule for the pilot
- program, as reviewed with you on February 5, is to run from mid-February to mid-April, 1981.
To assess the value of this
( IDR) concept, we must, as you stated, involve the NRC during the review process.
This will require a commitment from you for reviewers or coordinators to interface and give g'uidance to us and our contractors.
We propose a kickoff meeting with you or your representative and the Project Managers from all firms in your Bethesda office next week, probably February 26, 1981.
The purpose of the meeting is to go over the details and objectives of the IDR Program, establish schedules, determine interfaces, and review the NRC criteria for the Independent Design Review packages to be prepared by the different contractors.
Our licensing engineer, Tom Grozan, will be contact-ing your Mr. Victor Nerses to make the necessary arrangements.
Very truly yours, Robert E. Uhrig Vice President Advanced Systems
& Technology REU/TCG/ah cc:
