Gentlemen:
This refers to your letter of June
12, 1980, informing us of steps
you
have taken to correct the items of noncompliance
concerning activities
under
NRC License
No. DPR-67, brought to your attention in our letter
of May 18,
1980.
We will examine your corrective actions
and plans
during subsequent
inspections.
With regard to Item A, we have reviewed your
comments
concerning
our
classification of this item as
an infraction.
We agree with you that
jumper reviews are conducted
by other personnel
at the time of instal-
lation.
However,
we do not agree that .the review by the
I8C Supervisor
and the Assistant Superintendent
Electrical Maintenance,
required
by
your procedure prior to an outage,
is strictly administrative.
Our
reevaluation
of this matter concludes
that. the, classification of the
noncompliance
is. marginal; accordingly,- we have lowered the classification
of this item of noncompliance
from an infraction to
a deficiency.
A
major factor in this reevaluation
was the other. periodic reviews being
performed
as required
by your controlling procedure.

to discuss this matter further.
