Re: Turkey Point and St. Lucie Plants Docket Nos. 50-250, 50-251, and 50-335 Offsite Power This letter is forwarded in response to letters dated October 1 and October 17, 1979 from Mr. A. Schwencer and Mr. R. W. Reid of your staff. The NRC letters were on the general subject of offsite power and requested considerable information specific to loss of offsite power events experienced by Florida Power t Light Company (FPL).

The detailed compilation of the requested information represents an extensive effort to segregate data on offsite power events, much of which already exists in other FPL reports. At this point, we have determined that it would be less time consuming (an important consideration given the manpower constraints caused by NUREG-0578) and possibly more useful for us to describe the many significant system-wide improvements we have made since our first nuclear unit became operational in 1972. This description is provided in Attachment 1 and shows the degree of change experienced by the FPL transmission system over the intervening years. Thus, for the purpose of evaluating an electrical transmission system, the value of compiling detailed information on offsite power events from several years past would appear to be much less for the FPL system than for a system that had not been changed.

A listing of major FPL offsite power events is presented in Attachment 2.

Each event was analyzed to determine its cause and to develop recommendations to help prevent recurrence. A large number of such reccmmendations have been implemented, with a consequent increase in the stability and reliability of the FPL system. In general the improvements can be categorized as follows:

(1) an increase in the number and capacity of transmission lines, with plans for further expansion of the 500 kV portion of the system,,

(2) improved control by means of an advanced electronic control system, simulator training, and improved switching procedures and emergency control procedures, (3) improved system relay protection, and o~

(4) revised system operating pol icies. ~3

We hope that the attached information will satisfy your staff's request.

However, if additional information is needed to resolve any remaining concerns, please let me know. FPL is more than willing to respond to your staff's concerns, but we would like to do so in a manner that minimizes the impact on our limited resources.
