This letter is to inform you that Florida Power 8 Light Company (FPL) has completed modifications to the four contai nment purge valves located outside the St. Lucie Unit 1 containment, restricting the valve opening to a maximum of 50 degrees on an interim basis in accordance with position 2.a of your letter of October 23, 1979.
FPL intends to modify the remaining two purge valves located inside containment during the next refueling outage scheduled for March 15, 1980.
FPL has delayed implementation of the modification on those two valves to avoid unnecessary radiation exposure to plant personnel.
The modifications to the four valves outside containment provide reasonable assurance that the containment integrity would be maintained in the event of a DBA - LOCA.

FPL is conti nui ng to limit purging to as low as achievable (NRC interim position 1).
NRC interim position 2.b has been adequately addressed in FPL letters dated January 5,
1979 (L-79-3) and December 13, 1979 (L-79-347).
