1.0 INTRODUCTION
By letter dated September 8, 1978, the Florida Power and Light Company submitted proposed Technical Specifications changes to surveillance requirements for AC power sources when LCO power conditions are not met.

as part of our DOR technical assistance program.
3.0 PROPOSED TECHNICAL SPECIFICATION CHANGES The licensee proposed'hanges that would remove the requirement for an eight-hour verification of the offsite AC power source(s) integrity and the availability of the remaining diesel-generator(s) if operation is allowed when "Limiting Conditions for Operation" AC power requirements are not met.
We find these proposed changes unacceptable.
4.0 CONCLUSION
S The Florida Power and Light Company proposed Technical Specification changes in their letter dated September 8,
1978 are unacceptable on the basis that the removal of the eight-hour surveillance of AC power sources during operation when LCO requirements are not met is not in agreement with Regulatory Guide 1.93 and the PWR Standard Technical Specifications.
Consequently, we recommend that the proposed changes not be incorporated into the existing St. Lucie 1 Technical Specifications.
