SEP 27 1978 APPENDIX A NOTICE OF VIOLATION Florida Power and Light Co.

License No. DPR-67 Based on the results of the NRC inspection conducted on August 21-22 and 24-25, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below.

These items have been categorized as described in our correspondence to you dated December 31, 1974.

A.

10 CFR 20.203(f) requires that each container of licensed material bear a durable, clearly visible label identifying the radioactive contents and providing sufficient information to permit individuals handling or using the containers, or working in the vicinity thereof, to take precautions to avoid or minimize exposures.

Contrary to the above, a large number of plastic bags containing radio-.

active material were observed on August 21, 1978, in an under-ramp storage

area, without identifying labels.

This is a deficiency.

B.

10 CFR 19.11 requires, in part, that each licensee post current copies of 10 CFR 19, 10 CFR 20, the license and referenced documents, and opera-ting procedures or, if posting of a document is not practicable, the licensee may post a notice which describes the document and states where it may be examined.

Posted documents and notices are required to appear in a sufficient number of places to permit individuals engaged in licensed activities to observe them on the way to or from any particular licensed activity location to which the document applies.

Contrary to the above, the required documents or a notice were not posted in a place to permit individuals to observe them on the way to or from licensed activities in the reactor auxiliary building.

This was observed on August 24,
