FALL 1990 OUTAGE, INTERGRANULAR STRESS CORROSION CRACKING {IGSCC)
INSPECTION PROGRAM FOR DRESDEN NUCLEAR POWE_R STATION, UNIT 2
Your letter dated September 17, 1990, presented the Dresden Unit 2 Fall 1990.
_refueling *outage inspection plan for piping susceptible to IGSCC.
Your submittal dated December 17, 1990, provided the results of*the ultrasonic examinations
- performed during this outage, and the design and evaluation criteria for the**
weld overlay repairs which were applied. Based on our preliminary review, the staff has determined that the Fa 11 1990 IGSCC inspect ion program described in your September 17, 1990 letter and the expansion of this inspection plan due t9 the detection of new flaws as described in your December 17, 1990 submittal, are acceptable.
In addition, based on the preliminary review of your December 17, 1990 inspection report the staff has also determined that the weld overlay repairs, which were applied during this outage, meet the guidelines in Generic Letter" 88-01.
On the basis of this review the staff has concluded that Dresden Unit 2 can be safely returned to operation for at least one fuel cycle with assurance that the integrity of the reactor coolant pressure boundary will be maintained.
The staff's safety evaluation, which will be based on our review of your final design report {to be provided within 30 days after completion of the current Dresden Unit 2 refueling outage) and your December 17, 1990 inspection submittal, will provide final disposition of the acceptability of your IGSCC inspection.and weld overlay program for th_e Dresden Unit 2, Fall 1990 refueling outage.

I Mr. Thomas December 20, 1990 The staff has concern about the long-term behavior of the piping, including the reactor water clean-up (RWCU) system piping, outside the containment. Therefore, the staff requests that the plan for lGSCC inspection and piping/safe-ends mitigation and replacement during the next refueling outage be submitted for our review and conunents at least three months prior to the start of that outage.
