This re_fers to th~ routine safety inspection conducted by Mr. J. A. Gavula of*
this office :un Jl.ugust 21"-22~ 27-28, September 17-21, and October 11.-, 1990, of
~ctivities at-: the Dresden Station, Units 2 and 3, authorized by NRC Operating
Li cerises No. DPR-19 and No. DPR-25 *and to the discussion:of our findings with
Mr~ M. Richter ~t the co~clusion of the inspection.
The purpose of this inspection was to determine whether activities and programs
'*:associated with ir~etvice inspecti9n (ISi) tomponent support examtnation~ were
performed -in accordance v1ith regulatory requirements and licensed_ commitments. -
Within thes~ areas, the inspection c6nsisted of a s~le~tive examination of
procedures ~rid re~r~s~~tative records, observations, and interviews with
p~r~onn~l.

During 'this inspection, _certain of your activities appeared to be in v.iolation
of tlRC requi~ernents, as spec"ified 1n the en.clo~ed Notice.
A written response
_is required. -In addition, we request that in your response you address the
generic issue of historical operability evaluatfons as discussed in
,
Paragraph 2.d .. of this inspection report.
The current corporate engineering
philosophy, wh_ich apparently applies to ftll six CECo nuclear sites, should be
di~cusse~ with_ regard to the exclusion of _design basis load cases in these
operability analyses;

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of *
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Docu~ent Room.
The responses directed by this letter and the accompanying Notice a~e not
subject tu the clearance procedures of the Office of Manage~ent and Budget
as r~quired by the Paperwork Reduction Act of 1980, PL 96-511 .
