This refers to the routine safety inspection conducted by S. G. Du Pont,

D. E. Hills and M. S. Peck of this office on June 13 through July 31, 1990,

of activities at Dresden Nuclear Power Station, Units 2 and 3, authorized by

Operating Licenses No. DPR-19 and No.

DPR~25 and to the discussion of our

findings with Mr. J. Kotqwski and others at the ~onclusion of the i~spection.

The *enclosed copy of our inspection report identifies areas. ex'amined during*

the inspection.

Within these areasw th~ insp~ction consisted pf a selective

examination of procedures and represent~tive records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violatibn

of NRC requirements, as described.in the enclosed Notice.

These activities

were reviewed against the criteria of 10 CFR 2 Appendix

C,~ Section V.G.1 for

exercise of discretion, but were not deemed applicable due to the similarity

of root causes and adequate length of time for effective corrective action

between two of the examples.

A written respon~e is* requi~ed.

An unresolv~d item described in ihe enclosed i~spection report .is awaiting

completion of licensee 10 CFR 50.59 safety evaluations regarding-specific past

practices of drywell manifold sampling system usage.

The NRC plans* to review

these safety evaluations upon their completion prior to resolution of this

item.

In acco.rdance with 10 CFR 2.790~ of the Commission's Regulations, a copy of

this letter a_nd the enclosure(s1 wil.1 be placed in the NRCPublic Document

Room.

Th.e responses directed by this* letter and the accompanying Notice are riot

subject to the clearance procedures of the Office of Management and Budget
