Deputy Regional Administrator*, and other members of the NRC staff on .
August :10., 1990, at the Nuclear Regulatory Commission

Glen Ellyn, Illinois, regarding the apparent violations identffied.in NRC.
Inspecti6n Reports No.
50~237/90016(DRS) and No. 50-249/90015(DRS) of a~t1vities
at the Dresden Nuclear Power Station, Units 2 and 3, authorized by NRC Operating
Licenses No. DPR-19 and No. DPR-25.
- After review .of the information* presented at the Enforcem*ent Conference by
your staff, we have determined that violations rif 10 CFR 50.49 did o~cur.
Howe~er, betause we c~nclude th~t the virilations were primarily*the result of
a technical decision.to omit certain Environmental Qualificatirin (EQ) equipment
located outside of containment and not due to a breakdown in your EQ program and
because of the lack of safetY significance associated with the violations, the
violations have been categorized as Severity Level IV.
A written response is
required.
Your response should address the violations noted and the actions
you have taken or plan to take to ensure the EQ of electriGal equipment at th~
Dresden Station.
In accordance with 10 CFR 2.790 of the Commission
1 s regulations, a copy of
this letter and enclosures, and your response to this letter will be placed in
the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
