Enclosed for your review, pri.or to our scheduled meeting of July 23, 1990, *is

the Initial SALP 9 Report for the Dresden Nuclear Plant, covering the period.

February 1, 1989 through April 30, 1990.

In accordance with NRC policy, r*have reviewed the SALP Board Assessment and

concur with their ratings_.

It is my view that your conduct of nuclear

activities in connection with the Dresden facility was acceptable.

Overall, performance was found to be* improving.

Performance in the*fun'ctional

areas of Plant Operations and Emergency Preparedness sustained Category 1

ratings from the previo~s assessment period while Security improved from a

Category 2 to a Category 1 rating.

The functional area of Safety

.

Assessment/Quality Verification sustained a Category 2 .and improving rating.

The functional .areas of Radiological Co~trols, Maintenance/S~rveillance and

Engineering/Technical Support each received a Category 2 -rating.,

At the SALP meeting, you should be prepared to discuss our assessments and

.your plans to improve performance.

The meeting is intended to b~ a candid

dialogue wherein any comments you may have regarding our report are discussed.

Additionally, you may provide written comments within 30 days after the meeting.

Your comments, a summary of our meeting, and my disposition of your comments

will be issued as*the Final SALP Report.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a. copy of this letter and the foitial

SALP Report will be placed in the NRC's Public Docum~nt Room.
