Dear Mr. Kovach:

During the NRC Diagnostic Evaluation Team Inspection at th~ Dresde~ Nuclear Power Station in August 1987, the use of an apparently unqualified grease for Limitorque drywell motor-operated valves was identified.

By letter dated January 22, 1988 you committed to environmentally qualify these greases.

letter dated October 11, 1989, you transmitted a test report which contained the results of a test program at Wyl~ Laboratories that evaluated t~e ~ccepta bil ity of Mobil greases Mobilux EPO, EPl and EP2 and Mobilgrease 28 for use in Limitorque actuators at Dresden and Quad Cities. The staff has reviewed this report and determined that the Mobil greases are environmentally qualified and that the maintenance and surveillance program on Limitorque actuators to be performed every *other refueling ou~age or approximately every 3 years to ensure operability is acceptable. The *staff's Safety Evaluation, which is enclosed, concludes that the use of Mobil greases as a substitute for the currently used Exxon greases is acceptable. Therefore, this issue is resolved.
