(TAC NOS. 66160, 66161, '6162 AND 66163)

The staff has completed its evaluation of the Commonwealth Edison Company's (CECo) flued head anchor (FHA) assessment program for Dresden Units 2 and 3 and Quad Cities Units 1 and 2.

The staff's Safety Evaluation (SE) is enclosed.

Based on the January 24 and 25, 1989 audit of CECo's FHA program and the latest des1gn docum~nts of. Sargent and Lundy, CECo's consultant, as well as the review of the* follow-up responses provided by CECo after the audit, the stdff concludes that CECo's FHA program is acceptable and is being properly implemented.

lt is our understanding that the field mod1fic~tions for the FHAs for all but Quad Cities Unit 1 have been completed and that these modifications will be completed during the next Unit 1 refueling outage.

At that timt, the stdff will consider the entire FHA program completed.

If any changes to the completion status or schedule should occur~ the appropriate Project Manager should be notified.
