Th~ purpose of this letter is to provide an update of the staff's current position with regard to the acceptabi'lity of the use of ASME Code Case N-411 alternative damping values for seismic analyses of Class 1, 2 and 3 piping and the use of alternate seismic evaluation criteria and methodology.

ASME Code Case N-411 Alternative Damping Values Over the last few years ASME Code Case N-411 damping values have been used by the nuclear power industry for.new analyses, r~conciliation work, or support optimization of piping systems. These damping values were recommended by the Pressure Vessel Research Committee {PVRC) as an alternate to the Regulatory Guide 1.61 damping values.

Volume 5 of NUREG-1061, "Report of the U.S. Nuclear Regulatory Conunission Piping Review Conunittee," published in April 1985 also reconunended the use of these alternative damping values.

The adequacy of N-411 damping values has been a subject of NRR internal discussions. The application of this Code Case had never formally been endorsed by the staff until the issuance of Regulatory Guide 1.84 Rev. 24, in June 1986. This endorsement represents the current staff position on the use of these dampi,ng values. It is noted, however, that a number of conditions are specified in this Regulatory Guide which should be satisfied in order for 8903210119 890301 u*

The response mode frequencies of the piping system are limited to 33 H and below; C~rrent seismic spectra* are used; Supports designed to dissipate energy are not used; and Piping with incipient stress corrosion cracking is not considered.

Deviations.from the above Regulatory, Guide conditions are not acceptable to the staff without a detailed *case-*specific* evaluation. This is taken as a ___,_

For LaSalle 1 *and 2, Dresden 2 and 3, and Quad Cities 1 and 2, Code Case N-411 was used for a limited scope rif applications, such as recirculation piping and supports (see ~eferen~es (b), (~), and (d)). Interim staff concurrences for. continued operation.. w.,ere bas~d on the information. available at the time, without the benefit, of.Regulatory Guide 1.84. Since this Code* case has been endorsed. by the staff,' with.the. issuance of Regulatory Guide 1.84, CECo should now re--eva'luate these applicatioris for, 'lor1g-term operation so *these open issues ori the use.of *al't;ernative dampi'ng values can be closed.
