UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 Docket Nos.: 50-237, 50-249, 50-254, and 50-265 Mr. Henry E. Bliss Nuclear Lic~nsing Manager Connnonwealth Edison Company Post Office Box 767 Chicago, Illinois 60690
Dear Mr. Bliss:
February 2, 1989
SUBJECT:
REVIEW OF ADDITIOl~AL STUDIES RELATED TO THE LPCI SWING BUS TRANSFER-SCHEME USED AT DRESDEN AND QUAD CITIES (TAC NOS. 69366 AND 69367)
Re:
(a) October 13, 1988 letter from T. Ross to T. E. Murley (b)
May 13, 1988 letter from J. A. Silady to T. E. Murley (c) June 21, 1988 letter from J. A. Silday to T. E. Murley (d) July 8, 1988 letter from I. M. Johnson to T. E. Murley of Reference (a) transmitted to you.our Safety Evaluation Report (SER} on a design de(iciency discovered in the Low Pressure Coolant Injection
{LPCI) swing bus transfer scheme for Dresden (Unit 2 & 3) and Quad Cities (Unit 1 & 2). During the process of developing our SER, we had requested that Commonwealth Edison Company (CECo) conduct some additional studies regarding:
- 1) Fault coordination, 2} Effects of DC power failures on Emergency Core Cooling System (ECCS} availability, and 3} Failure mode and effect analysis
{FMEA) of their proposed design modification. These studies were to provide us with further assurance that no LPCI swing bus design flaws existed and sufficient ECCS equipment would be available following any postulated single DC power failure.
CECo submitted the aforementioned studies, referenced above as (b), (c), and (d), for NRC staff review.
We have completed reviewing this information and conclude that these studies do not reveal any new single (DC power related) failures which would affect either the transfer scheme or ECCS availability.

Furthermore, adequate coordinations, as described by CECo, exist among breakers associated with the LPCI swing bus.
We concur with CECo that the LPCI swing bus transfer scheme design flaw was an isolated case.
