This refers to the routine safeguards inspection and allegation review

conducted by Messrs. D. E. Funk, Jr., and T. J. Madeda of this office on

December 5-20, 1988, of activities at Dresden Nuclear Power Station, Units 2

and 3, authorized by N,RC Operating Licenses No. DPR-19 and No. DPR-2_5 and to

.-the discussion of our findings with Mr; E. Eenigenburg and members of his

staff at the conclusion of the inspection.

The enclosed copy of our inspe~tion report identifies areas examined during

the inspection.

Within these area~, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

While no- violations of NRC requirements were identified during the course of

this inspection, one program weakne~s was identified concerning your failure to

implement effective corrective action for continuing security badge control

problems.

This weakness is addressed in Section 2.c of the enclosed Insp~~tion

Report.

We request that you intorm us, 1n wr1t1ng within 30 days of the date

of this letter, of your corrective actions for the weakness.

Areas examined during this inspection concern a subject matter which is exempt

from disclos~re according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c)(2).

This information must be handled and protected in

accordance with the provisions of 10 CFR 73.21.

Consequently, Enclosure 1

to this letter, our report of the inspect1oh, and your response to the

weakness identified in the enclosure to this letter will not be placed in the

NRC Public Document Room.

The non-Safeguards Information, Enclosure 2*

(Allegation Review), will be placed in the Public Document Room.

Theref6re,

your statement of corrective action regarding the weakness identified in

Enclosure 2 should be submitted ai a separate encloiure to your transmittal

letter in the manner prescribed.

The responses directed by this letter are not subject to the clearance

procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
