UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 Docket Nos. 50-237 50-249 Mr. J. J. O'Connor Chief Execut;ve Off;cer Corrmonwealth Edison Company Post Off;ce Box 767 Chicago, IL 60690

Dear Mr. O'Connor:

DEC 1 6 1988

e.

On December 6 and 7, 1988, NRC senior managers met to review the performance of operat;ng nuclear power plants.licensed by the NRC.

These meetings are conducted biannually to focus NRC resources on those plants and issues of greatest safety s;gn;ficance. At this meeting, the Dresden *facility was categorized as requ;r;ng no further NRC special attention beyond the regional off;ce*s current level of mon;toring.

A sumnary of NRC discussions held relating to Dresden.is provided below:

Conmonwealth Edison has increased its corporate overview, made a number of key management changes, and instituted a number of improvement and facility upgrade programs at Dresden.

As a result, the operat;on and physical condition of the plant have improved significantly and continue on an improving trend. Based on the past close NRC monitoring of Dresden's performance, it appears that there is a corporate and plant commitment to complete the Dresden Station Improvement Program and then to sustain improved perform-ance.

The NRC staff no longer considers Dresden as having weaknesses that warrant increased NRC-wide attention.

\\

An NRC Commission meeting open to the public has been scheduled for December 21, 1988; to review the results of the latest meeting of NRC managers. Mr. A. Bert Davis, the Region III Administrator, has discussed the basis for our conclusions with regard to the Dresden facility with members of your staff.

If you have any questions regarding this matter, do not hesitate to call me.
