SUBJECT:

SEALING OF OPENINGS IN ELECTRICAL CABINETS AT DRESDEN STATION UNITS 2 AND 3 (TAC NOS.:

59851 AND 59852)

By letter dated September 15, 1988, you requested relief from an earlier corrmitment to seal all openings in safety-related electrical cabinets to prevent entrance of water during fire suppression activi~ies. Four safety-related cabinets were found during a recent inspection to have gaps and ventilation openings that could allow water to enter and possibly damage the safety-related equipment inside. Although the gaps have been sealed, you stated that the ventilation openings are required for proper operation of the equipment.

In your letter you stated that the factors that mitigate against unacceptable consequences due to these ventilation openings are:

No fixed water fire suppression systems are installed above any of these cabinets.

Fire hoses provided for manual fire suppression are equipped with electrically safe fog nozzles (a straight stream is not possible).

3.

Signs posted near each fire hose station caution against use by personnel who are not trained and qualified fire brigade members.

4.

Alternative safe shutdown equipment, that is independent of the area where these four cabinets are located, is provided in accordance with Section 111.G of Appendix R to 10 CFR Part 50.

The staff has reviewed the infonnation provided and agree that measures are in place to preclude water entry into the four cabinets and there is minimal safety significance connected with the ventilation openings in these four 8811210293 881117 PDR ADOCK 05000237 P
