REQUEST FOR ADDITIONAL INFORMATION RELATED TO FLUED HEAD ASSESSMENT PROGRAM AT DRESDEN STATION UNITS 2 AND 3 AND QUAD CITIES STATION UNITS 1 AND 2 (TAC NOS. 66160, 66161, 66162, AND 66163)

Your response to concerns raised by the staff in a teleconference between Commonwealth Edison Company (CECo) and the staff on May 12, 1988, regarding the Dresden and Quad Cities Flued Head Assessment Program, was provided in Reference 1. These concerns were originally raised by members of Brookhaven National Laboratories {BNL) during a January 26-28, 1988 NRC audit of the program (Reference 2).
Our consultants at BNL have reviewed CECo's response contained in Reference 1 and found that some of the staff's concerns are still not satisfactorily resolved. This latest evaluation by BNL is sunmarized in the enclosure and requires an additional CECo response in order for the staff to complete its review.
Upon receipt of CECo's response the staff will conduct another audit of your program, particularly in the area of the calculations which were perfonned for the current reassessment.
The operability issue of the Dresden Unit 2 Low Pressure Core Injection (LPCI) piping is addressed in Reference 3. As you are aware, this issue is being reviewed together with the above flued head anchor program.
The corresponding calculations of the LPCI piping will also be audited with the rest of the program.
