Enclosed for your review, prior to our scheduled meeting of April 13, 1987,

is the SALP 6 Board Report for the Dresden Nuclear Power Station, covering

the period October 1, 1985 through December 31, 1986.

The overall perfonnance of your facility was acceptable but exhibited a

declining trend since the last SALP evaluation period. The SALP Board

identified weaknesses in the areas of Plant Opera~ions, Maintenance,. Fire

Protection/Housekeeping, and Quality Programs and Administrative Controls

Affecting Quality.

Your performance in these areas will be closely

monitored to assess the effectiveness* of your planned improvements in these

a~eas. A strength was noted in the area of Litensing Activifies.

In accordance with NRC policy, I have reviewed the SALP Board Report and

accept the.Board's findings.

You should be aware, however, that my perception

of maintenance activities at Dresden was not confinned by the Board's rating,

and I considered changing the rating to a Category 3.

However, I decided to .

let the Board's rating stand. Notwithstanding, based on the staff's analysis

it is apparent that both the NRC and the licensee need to increase attention

in thii area.

I was particularly influenced by such factors as the time spent

operating under LCOs, the amount of degraded equipment, the status of the

preventive maintenance program, and the status of your program for refurbish-

ment of components which are aging.

In addition, declining ratings in several

other functional areas are a matter of concern to me.

Dresden received a Category 3 rating in two functional areas,*Fire

Protection/Housekeeping and Quality Programs and Administrative Controls

Affecting Quality. Although we acknowledge and support your improvements

in housekeeping, the ratings in both of these categories have declined

from the previoul SALP period where each received a Category 2 rating.

In addition, the area of Emergency Preparedness received a Category 2

rating which is a decline from the Category 1 rating received during

the previous SALP .Period.

The area of Plant Operations sustained a Category 2 rating, however,

the Board noted a declining trend in performance at the end of the

assessment period. * You may reca 11 that this is the same rating received

during the last SALP.

It appears that during the early part of the

current assessment period, operational perfonnance had improved

considerably.

However, violations of Technical Specification.Limiting

Conditions for Operation occurred twice in the past several months (once

during and once subsequent to the assessment period) indicating operator

inattentiveness in the control room and a lack 6f proper management

attention to plant operations.

In addition, Unit 3 experienced a

.high rate of rea~tor scrams wh~n it returned to operation after its. last

refueling outage.

To avoid further decline in operating performance,

increased management involvement in plant operations at Dresden is

warranted.

The area of Licensing Activities received a Category 1 rating;

demonstrating a continued high level of perfonnance in this;area.

Additionally, although the area of Outages. received a Category 2 rating,

a highlight from this area was the Recirculation Pipe Replacement Project

which demonstrated noteworthy perfonnance in the area of ou~age planning

and execution.

.. While you will have sufficient opportunity to present your conunents at the

meeting on April 13, 1987, we also request.written comiTlents within 30 days

after the meeting.

Upon receipt, your conunents will by evaluated and our

conclusions relative to them provide.d to you. Additionally, you are requested

to respond in writing specifically addressing corrective actions planned to

improve your performance in the areas of plant operations, fire protection/

housekeeping and quality programs and administrative controls affecting

quality. This response should include specific actions and dates by which

these actions will ba completed.

In accordance with Section 2.790 of the NRC's-"Rules of Practice," Part 2,

Tile 10, Code of Federal Regulations, a copy of this letter and the SALP Board

Report will be placed in the NRC's Public Document Room .
