Gentlemen:

This refers to the special safety inspection conducted by Messrs. M. Ring,

A. Dunlop, Z. Falevits, W. Key, J. Bjorgen and Ms. P. Eng of this office on

May 19 through 23, 1986, of activities at Dresden Station, Units 2 and 3,

authorized by NRC Operating Licenses DPR-19 and DPR-25 and to the discussion

of our findings with Mr. N. Kalivianakis, Mr. D. Scott and others of your

staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements.

The violations are described in the enclosed inspection

report and are being reviewed by us to determine what enforcement action is

appropriate.

We are releasing this report at this time for your information.

A written response identifying the corrective actions you have undertaken is

requested.

You will be notified by separate correspondence of our decision

regarding enforcement action.

In accordance with 10 CFR 2.790 of the Commission's requlations, a copy of

th1s letter, tl1e er1clusur*es, and your response to thi~-lcttcr will be placed

in the NRC Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
