CONSEQUENCES OF LOCA WHILE PURGING (TAC 59864, 59865, 59866, 59867~ 42580, 42581, 42608, 42574)

Re:

Dresden Unit Nos. 2 and 3 and Quad Cities Units 1 and ?.

The staff has completed its review of the operability of the 18-inch, 6-inch, and 4:inch containment purge and vent valves at the Dresden Station Units 2 and 3 and Quad Cities Station Units 1 and 2.

We also have completed our evaluation of the radiol;ogical consequences of a loss of coolant accident (LOCA) during containment purging at these stations.

We find that the ability of the valves to close from the fully open position against containment pressure in the event of a desiqn basis LOCA has been satisfactorily demonstrated from the information provided by Commonwealth Edison Company.

We find also that, based on the amount of steam released through the purge valves prior to post-LOCA closure, and the Technical Specification for maxim~m dose equivalent of Iodine-131 contained in the reactor coolant, the radiological consequences of a LOCA during purging at the Dresden and Quad Cities facilities would be within 10 CFR Part 100 dose guideline values, and are acceptable.

Please submit within 90 days any Technical Specification changes that would be appropriate to ensure continued dependable operability of the containment purge and vent valves at the Dresden and Quad Cities facilities.
