This refers to the routine safety inspection conducted by A. G. Januska and

R. B. Holtzman of this office on January 27-31, February 4 and 5, 1986, of

activities at Dresden Nuclear Power Station, Units 1, 2, and 3 authorized by NRC

Operating Licenses No. DPR-2, DPR-19, and DPR-25 and to the discussion of our

findings with Mr. Scott and other members of your staff at the conclusion of thl

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

e*amination of procedures and representative records, observations, and

interviews with personnel.

In addition, our Mobile Laboratory was at the site

during the inspection to perform independent measurements of radioactivity.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice.

A written response is

required.

We are also concerned with laboratory and counting room weaknesses observed by

our inspectors and, to some extent by your QA auditors.

Fundamei1ta 1 QC measures

such.as trending of instrument behavior, testing of individual analyst

capability, and participation in cross checks were found to be not fully

implemented at Dresden.

These measures, together with management actions based

on evaluation of information obtained from these measures, are essential for the

confidence in analytical results required in an acceptable laboratory program.

We understand from our inspection that steps are being taken to fully implement

these measures in the near future.

We plan to examine this area in detail

during an upcoming inspection of your chemistry program.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room .
