Dresden Nuclear Power Station, Unit Nos. 2 and 3 On

~eb*ruary 3, 1984, Georgi a Power Company reported a through-wa 11 crack almost completely around the* vent header within the containment torus of*

Hatch Unit 2.

Later that day, IE Bulletin 84-01, "Cracks in Boiling Water Reactor Mark I Containment Vent Headers, 11 was issued for ~ction to the 1icenseP.s of BWR facilities with Mark I containments that were in cold shutdown.

The bulletin required inspection for cracks in the containment vent header and in the main vents in the region near the intersection with the vent header.

The bulletin also suggested that the operating BWR plants with.Mark I containments should ~eview their plant data on differential pressure between the wetwell a~d the drywe11 for anomalies that could be indicative of cracks.

By a letter.dated February 10, 1984, Corrrnonwealth Edison Company (CECo) responded to IE Bulletin 84-01.

CECo stated that an inspection of the Dresden 3 drywell main vents and vent header was performed on February 4, 1984 by qualified VT-1 visual inspectors foilowing the guidelines for inspection outlined.in Visual Examination Procedure VT-1-1. _No visual indications of weld fatigue were ob-served as a resL1lt of.t'his-inspection.

CECo committed, in an April 17, 1984 letter respondfng to General Electric SIL 402 on this issue, to perform a similar inspection for Dresden 2 during the next outage.

The staff was informed that this latter inspection was performed during an outage from June 21, to June 30, 1984.

Again, no visible indications were observed.

This issue was also evaluated by the Dresden reside~t inspectors in their Inspection Report 84-03 (Dresden 2) and 84-02 (Dresden 3) dated April 11, 1984.

On page 8 of that Report, the inspectors stated that, based on reviews of examination results a~d a written report by CECo on Dresden 3, interviews with licensee personnel and independent observations, the licen-see had satisfactorily met the bulletin's.requirements.

In addition, the Report indicated that the Senior Resident Inspector had determined from conversations with his counterpart at Hatch that the Dresden design for the nitrogen inerting line to the torus is different from that at Hatch.

The Report then i nd,i ca te*d -that,- becaus-e1 of this design difference, an occurrence similar to that at Hatch dµe to cold nitrogen on the vent header is unlikely at Dresden..
