Gentlemen:

This refers to the special safety inspection conducted by S. Stasek,
T. M. Tongue, and C. D. Anderson of the Region III staff during the period of
February 16 through March 28, 1985, of activities at the Dresden Nuclear Power
Station, Units 2 and 3, authorized by NRC Operating Licenses No. DPR-19 and
No. DPR-25.
The results of the inspection were discussed on March 25, 1985
during an Enforcement Conference held in the Region III office between Messrs.
B. Thomas, D. Galle and others of your staff and Mr. C. E. Norelius and other
members of the NRC staff .
The enclosed copy of our inspection report identifies areas examined during the
inspection.
Within these areas, the inspection consisted of a selective exami-
nation of procedures and representative records, observations, and interviews
with personnel.
During this inspection, certain of your activities appeared to be in noncompli-
ance with NRC requirements, as specified in the enclosed Appendix.
A written
response is required.
As discussed during the enforcement conference, we considered proposing esca-
lated enforcement actions based on the findings of this inspection.
However,
based primarily on our evaluation of safety significance, we have concluded
that these events constitute Severity Level IV violations, and as such, do not
form the basis for escalated enforcement action at this time.
However, we are
concerned that these events represent an increase in the number and significance
of personnel errors.
We recognize that since the initiation of your regulatory
improvement plan, there has been evidence of improved regulatory performance at
the Dresden station.
We would urge you to evaluate these recent events care-
fully in light of your past experience to determine if additional changes are
required in your controls at the Dresden Station.
Should the number of events
and their significance continue in a manner as represented by this report, we
will consider the need for escalated enforcement action .

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice", Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the enclosures
will be placed in the NRG Public Document Room.
The responses directed by this letter (and the accompanying Notice) are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
