CONFIRMATION OF STAFF APPROVAL FOR RESTART OF DRESDEN UNIT 2 FOLLOWING MID-CYCLE INSPECTION OF PIPE CRACK INDICATIONS ALLOWED TO REMAIN UNREPAIRED DURING CYCLE 9 OPERATION Dresden Nuclear Power Station, Unit No. 2 This letter confirms the permission given verbally to Commonwealth Edison Company (CECo) on November 11, 1983 to restart Dresden Unit 2 following the mid-cycle inspection of pipe crack indications allowed to remain unrepaired during Cycle 9 operation. It also represents the staff 1s assessment of ultrasonic testing (UT) data submitted by CECo in a letter dated November 18, 1983.
This submittal furnished the results of UT on the unrepaired welds as reviewed by CEC0 1s contractor and your own Level III UT inspectors.
The overall UT examination was also observed by a Region III UT inspector.
Based on the data presented in the November 18, 1983 letter, it is the staff's opinion that the cracks have not grown substantially since the last inspection because the data changes appear to be within the evaluation capability of the UT procedure.
Therefore, since the data agree with that furnished by tel econ on November 11, 1983, and indicate little, if any, crack growth, the. staff confirms its verbal restart approval and believes that there is reasonable assurance that the health and safety of the public will not be endangered by continued operation of Dresden Unit 2 without repair of the aforementioned
