II-4. E, Dam Integrity.

I.

INTRODUCTION The purpose of this safety topic is to review the stability of all earth, rock or earth and rockfill embankments and dams used for impounding cooling water required for operation and safe shutdown of the plant.

IV.

EVALUATION The source of cooling water for Dresden Unit 2 is the pool impounded~

behind the concrete Dresden Lock and Dam located on the Illinois River.

. Plant cooling water is obtained through an intake c~nal above this dam, with a water intake on the Kankakee River.

The water is heated in. the plant and then flows through a discharge canal into the Illinois RfVer at a discharge outlet which is above the dam and just downst~eam of the confluence of the Kankakee and D~s Plaines* Rivers.

The plant is designed so that it can be safely shutdown in the event of failure of the Dresden Dam and loss of the pool impounded by the dam.

There is enough water impounded, 9,000,000 gallons (Reference l), in the intake and discharge canals below their high point elevation, to allow a safe shutdown of Dresden Units 2&j.*

As* far as the dam safety is concerned, the Dresden Dam, a concrete gravity dam, is maintained and operated by the U.S. Army Corps of Engineers, as part of the Illinois Waterway system.

In addition, this dam is inspected under the National Dam Inspection Act (References 2 and 3), for the purpose of protecting.human life and property.

..,,. Under this Act's guid_elines, the dam has a "high hazard potential" classification, because of the potential for loss of life and great economic loss should failure occur.

This act requires that the dam be inspected and, if deficiencies are found, that they be reported and repairs implemented to maintain the dam in a safe condition.

CONCLUSION Based on the evaluation discussed above, the staff concluded:

1) *The failure of the Dresden Lock and Dam will not adversely affect the safety of the plant and

The dam need not therefore be cl ass.ifi ed as Category 1.
