Appendix A NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-237 Docket No. 50-249 As a result of the inspection conducted on September 5 through October 2, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
10 CFR 50, Appendix B, Criterion J, requires that instructions, procedures, or drawings of a type appropriate to the circumstances be used for activities affecting quality.
Commonwealth Edison "Quality Assurance Program for Nuclear Generating Stations:, Topical Report, CE-1-A, January 1976, Revision 18, July 21, 1981, (Approved by the NRC-NRR to meet the criteria of 10 CFR. 50 Appendix B), Section 5 in regard to Instructions, Procedures, and Drawings states, "Generating Station operations, procedures, and instructions will be provided by the Station Superintendent and will be included in the Station Procedures Manual in a timely manner consistent with NRC license require-ments for administering the policies, procedures and instructions from the time that the operating license is issued through the life of the station.
These procedures and instructions include:

Dresden Administrative Procedure DAP 7-4, Revision 5, May 1981, states, "This procedure provides guidance to assure that adequate control of the use of jumpers.or lifted leads is maintained."
Contrary to the above, adequate control of the use of jumpers or lifted leads was not maintained in that the senior resident inspector identified three lifted leads in control room panels that were identified with caution tags but not entered in the "Jumper and Lifted Lead Log," and' one thermo-couple lead that was tagged but not entered in the log.
Subsequently, the licensee conduct~d a review of the Caution Card Log and identified and corrected several other leads that should have been listed in the Jumper and Lifted Lead Log.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to*
this office within thirty days of the date of this Notice a written state-ment or explanation in reply, including for each item of noncompliance:
(1) corrective action taken and the results achieved; (2) corrective action 8112080253 811124 PDR ADOCK 05000010 G

Appendix A to be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved.
