Introduction APPENDIX C ADVERSE WEATHER E.VACUATION
.TIME ESTIMATES
- . This aJ?pendix supplements the "Prelim~nary Evacuation Time Study of the
- . 10..;.Mile Radius Emergericy Planning Zone at the Zion Station".
Presented in this appendix 'is an assessment of the. effect on the previously developed evacuation tirre estimates of adverse* weather considerations.
This assessment *compliments the Preliminary E.'vacuation *rime Study and conform:; to the background, methodology and asswrptions used in it.
Assu11ptions
- The basic 1rethociologies used for this adverse weather evacuation assessment are as discussed in. Appendix A to. the original study.
'I'he adverse weather assessment uses the same evacuatio11
- sectors and evactiation routes as well as the sane number of vehicles to be evacuated as used in the origii1al study.
For this assessment,. the evacuation travel. times associated with the fair weather best estimate evacuation tiires for the general pof?ulation were rrocii.tied to retlect a 30% decrease in roadway capacity due to inclement
. weather
- circumstances.
- The evacuation travel times
- tor special facilities in the original stUciy were 1rodified to reflect a. 30% decrease in:* evacuation* travel speeds due to *inclerrent Weather circumstances.

Results The estimated times for the evacuatibn of the general population dur ihg adverse weather within the 10-mile EPZ around Zion Station are presented in Table C-l.

The evacuation travel times were developed assuming a

decrease in *.the traffic* capacity. of the evacuation routes due to adverse weather circumstances.
