Dear Mr. Abel:

The Commission issued on March 22, 1978 our initial Safety Evaluation Report on fire protection (FPSER) for Dresden Units 2 and 3.

In Section 3 of that Report, certain items were identified as incomplete and requiring further information from the licensee and evaluation by the staff.

In addition, modifications proposed by the licensee to improve fire protection at Dresden Station were identified.

For certain of these proposed modifi-cations, the staff requested that additional design details be provided.

By subsequent correspondence you provided to us information regarding incom~l~te items listed in Table 3.1 of the FPSER and additional design details regarding proposed modifications discussed in Section 3.1 of the FPS ER.

On December 2, 1 980 we issued a Supplement to the FPS ER for Dresden 2 and 3 which provided the results of our evaluation of incomplete items addressed in the FPSER and listed the modifications completed by you at that time.

In letters to you dated October 27 and November 24, 1980, we provided a Summary of Staff Requirements to Resolve Open Items. These open items were not resolved in our FPSER Supplement of December 2, 1980, since only incom-plete information was available at that time.

However, based on subsequent discussions between our staffs and information contained. in your letter of February 6, 1981, we have concluded that several items.previously listed as open items have been resolved.

Enclosure l provides the staffs evaluation of these items. provides a listing of the current status of all items identified by the staff as requiring licensee action during the*

fire protection review.

ENCLOSURE l FIRE PROTECTION REVIEW DRESDEN 2/3 DOCKET NOS. 50-237/249 SMOKE DETECTION SYSTEM TESTS, SECTION 3.1.2 In the SER, it was our concern that the smoke detectors may not respond to the products of combustion for the types of expected combustibles in the protected area.

By letter dated January 26, 1981, the licensee proposed to provide samples of the fixed and transient combustibles to the smoke detector supplier.

The smoke detectors will be bench tested to verify adequate response to the products of combustion of these samples.

One detector of each type installed will be

$ubjected to the appropriate products of combustion for verification.

We find that with acceptable bench testing of smoke detectors, and considering that the smoke detection systems meet appropriate NFPA codes, the smoke de-tectors are acceptable.

WATER SUPPRESSION SYSTEMS, SECTION 3.1.5(2), (3)

In the SER, it was our concern that the pre-action sprinkler system which protects cabling along the east wall of the turbine mezzanine may not be adequate.

We recommended that the licensee:

a.

Provide line detectors in the cable trays or spot type heat detectors between the horizontal trays for actuation of the pre-action system, and

b.

Verify that the pressure sensing switch for the turbine mezzanine water system is located on the system side of any regulators or check valves.

By letter dated February 6, 1980, the licensee provided additional information on the proposed addition of fire detectors for the cable trays.

In addition, the licensee verified that the pressure sensing switch for the turbine mez-zanine water system is located on the sprinkler system side of any regulators of check valves in the system.

The licensee has proposed to provide shields at two levels in the cable tray stack.

The shields will act as collectors to entrap the products of combus-tion in the event of a fire.

The shields will be continuous for the length of the tray for**the area covered by the sprinkler system.

Fire detectors will be located under the shields. Other fire detectors are located at the ceiling level. This three level detector configuration provides reasonable assurance that the fire will be detected and insure that the pre-action is charged with water.

Based on. the above, we conclude that the p~e-action sprinkler system meets Section D.3(c) of Appendix A to BTP ASB 9.5-1 and, therefore, is acceptable.

j__J v GAS SUPPRESSION SYSTEMS, SECTION 3.1.6 In the SER, it was our concern that the fire suppression systems for the auxiliary electrical equipment room and the computer room may not be ade-quate to suppress a fire in all areas of these rooms.

We recommended that the licensee provide discharge nozzles in the underfloor area of the com-puter room and in the small area of the tunnel considered part of the auxil-iary electrical equipment room.

By letter dated February 6, 1980, the licensee committed to provide discharge nozzles in the underfloor area of the computer room and in the tunnel area of the auxiliary electrical equipment room.

Based on the licensee's commitment, we find that the gas suppression systems are now acceptable.

PORTABLE VENTILATION EQUIPMENT, SECTION 3.1.12 In the SER, it was our concern that the installed ventilation system would not be adequate to remove the smoke and heat from a fire in most areas of the pl ant.

By letter dated February 6, 1981, the licensee indicated that three smoke ejectors with a combined capacity of 15,600 cfm have been provided.

The ejectors can be operated from an onsite power source.

According to the NFPA Handbook, the smoke ejector commonly used has a 16-inch diameter and is rated at 5,000 cfm at 1750 rpm.

This is the type of smoke ejector which the licensee has provided.

The three smoke ejectors will permit the use of a number of smoke ejectors at various locatidns to move smoke and air as an aid to manual fire suppression activities.

Based on our review, we conclude that the licensee has prcivided a recognized type of smoke ejector and has provided an adequate number to aid in manual fire fighting activities.

Further, th~ licensee's smoke ejectors meet Section D.4 of Appendix A to BTP ASB 9.5-1 and, therefore, are. acceptable.
