Environmental Qualification of Electrical Equipment (Dresden Nuclear Power Station un,it Nos. 1 and 2)
This letter transmits orders which*require information to support the environmental qualification of safety related electr1ca1 equipment at Dresden Nuclear Power Station Unit Nos. 1 and 2.
The Commission's Memorandum and Order of May 23, 1980 addresses safety related electrical equipment exposed to a harsh environment, inside or outside containment, resulting from an accident. The Orders require that all such equipment in operating reactors be fully qualified by
- June 30. 1982.
To complete this objective, you are required to submit, by November 1, 1980, all information to support a safety evaluation of the aforemen-tioned equipment.
If your facilities had an established commitment date before November 1, 1980, it is fully expected that your submittals will be not later than that commitment date. If your facilities' commitment date is past without a complete submittal~ it is strongly_recomtt~nded that actions be expedited since they have already impacted the staff review schedule.
Briefings were held with all interested licensees during the week of July 17, 1980.
Enforcew~nt actions relative to these Orders were dis-cussed during these briefings.

7590-01 Commonwealth Edison Company (the licensee) is the holder of Facility Operating License No. DPR-2, w.hich authorizes the operation of the Dresden Nuclear Power Sta ti on, Unit No. 1 at steady-state reactor power 1 evel s not in excess of 700 megawatts thermal (rated power).
The facility consists of a boiling water reactor "located at the licensee's site in Grundy County, Illinois.

On November 4, 1977, the Union of Concerned Scientists (UCS) filed with

petition sought action in two areas:* fire protection for electrical cables, and environmental qualification of electrical.components.
By Memorandum and Order dated April 13, l Y78 ( 7 NRC 400), the Commission denied certain aspects of the petition and, with respect to other aspects, o~dered the NRC staff to take several r~lated actions.
UCS filed a Petition for Reconsideration on May 2~ 1978.* By Memorandum and Order,

7590-01 Commonwealth Edison Company.(the licensee) is the holder of Provisional Operating License No.
DPR-19~.which authoriies.the operation of the Dresden Nuclear Power Station; Unit No. 2 at steady-state reactor power levels not i.n excess of 2527 megawatts thermal (rated power).
The facility consists of.

The information developed during this proceeding emphasizes the importance of adequate documentation, the prompt completion of the review of environ-men.ta l qualification of safety-related electrical equipment, and the prompt completion of any pl ant modi f i ca ti on needed to assure confonnance with the DOR Guidelines or NUREG-0588 *. A significant aspect Of this review is the timely submittal of environmental qualification infonnation by the operating plant licensees to enable the staff to complete.its review in accordance with tne Commission's Order.
