3. The staff raised some concerns regarding both Quad Cities' and Dresden's implementation of NUREG-0737, "Control Room Habitability," in a teleconference with the licensee on June 17, 1982, and did not_get any Dresden response specific to the issues addressed below. Please provide your response to these concerns for Dresden Station, Units 2 and 3, based on the current system design.
a. State whether the radiation monitor(s) that is located in the control room air intake ducts is capable of initiating automatic isolation of normal control room ventilation.
b. State whether redundant dampers are present in the air intake ducts and whether the exhaust duct has direct access to the outside atmosphere. *
c. Indicate whether procedures and periodic instructions are provided to ensure that control room operators are trained to respond effectively to the presence of toxic chemical vapors in the control room.
4. In your submittal dated June 28, 1982, for Dresden and Quad Cities, you have stated in the portion of the Quad Cities submittal on Page 2, Item (a): "Redundancy of the outside air intake and exhaust dampers - The Figure 1 schematic representation of the Quad Cities Control Room HVAC has been revised. Revision 2 dated June 14, 1982, now contains mor~ detail as to existing
  • plant dampers. As can be seen, by taking_ credit for existing dampers, redundancy of dampers will exist concerning the intake and exhaust of outside air." It seems that Figure 1, Revision 2 for Quad Cities is identical to Figure 1, Revision 2 for Dresden "NEW HVAC EQUIPMENT ROOM" concerning the outside air intake dampers. Without having a safety-related redundant parallel damper on an emergency air intake or crossover connection with a safety-related damper between the safety-related normal air intake path (leading to AHU-8 train) and the emergency air intake (leading to safety-related filtration train), no real redundancy exists for the credited emergency filtration train in the dose analysis to meet GDC 19. Therefore, explain how, by taking credit for existing dampers, redundancy of dampers will exist concerning the intake outside air for the safety-related filtration train for Dresden, Units 2 and 3.
