CORE SHROUD FLAW EVALUATION FOR DRESDEN NUCLEAR POWER STATION, UNIT 3 (TAC NO. M98954)

Dear Mr. Kingsley:

By letter dated May 23, 1997, Commonwealth Edison Company (ComEd) submitted, for NRC review, the results of core shroud examinations completed in April 1997, for Dresden, Unit 3. No reportable indications were found in the axial welds examined. However, the ring segment weld examination identified circumferential cracking in the H2, H3, and HS welds, and two composite "T" shape flaws in the vicinity of the support ring segment welds. The May 23, 1997, submittal included the associated flaw evaluation for the detected flaws to demonstrate that the unit could be operated without repair for four fuel cycles. By letter dated July 2, 1998, ComEd submitted calculation CMED-060298, an analytic flaw evaluation for the two composite flaws.

The staff has completed its review of these submittals and identified a minor error regarding the safety factors used in the limit load analysis in CMEQ..060298 prepar~d by your contractor.

However, the error does not affect the final results and the conclusion of the submittal. Except

  • for this error, the staff concluded that the flaw evaluation is in accordance with the American Society of Mechanical Engineers Boiler and Pressure Vessel Code. Since the error does not

. affect the final results of the submittal, the staff concludes that Dresden, Unit 3, can continue to operate without repair of the identified flaws for four fuel cycles. The staffs safety evaluation is enclosed.

This completes our actions with respect to TAC No. M98954.
