DRESDEN. UNITS 2 AND 3. MODIFIED AND UPDATED INDIVIDUAL PLANT EXAMINATION ( IPE) SUBMITIAL - INTERNAL EVENTS CTAC NOS. M96178 AND M96179)

Dear Ms. Johnson:

On November 9. 1995. the NRC issued a staff evaluation regarding the Dresden Nuclear Power Station IPE report submitted on January 28. 1993.

The IPE was submitted in response to Generic Letter CGL) 88-20 and associated supplements.

In the letter and associated evaluation. the staff indicated that. based on its review. it was unable to conclude that the Dresden IPE submittal and associated documentation met the intent of GL 88-20.

In response to the staff letter. Commonwealth Edison Company CComEd. the licensee). by letter dated June 28. 1996. submitted a modified Dresden IPE to address the concerns raised by the staff.

In the modified IPE. the licensee estimated a core damage frequency CCDF) for Unit 2 of approximately 3E-6/reactor-year from internally initiated events and internal floods.

For Unit 3. the estimated CDF for internal initiated events and internal floods is estimated to be 5E-6/reactor-year.

The licensee made several revisions in its IPE analysis addressing the concerns raised by the NRC staff.

In addition. the licensee made hardware and procedural improvements during the revisions of the IPE to further reduce the CDF for Dresden. Units 2 and 3.

Based on the enclosed evaluation of the Dresden Modified IPE. the NRC staff concludes that the Dresden IPE meets the intent of GL 88-20.
