RESOLUTION OF DRESDEN UNITS 2 AND 3 THIRD 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PIPING CLASSIFICATION OPEN ISSUE (TAC NOS. M93566 AND M93567)

Dear Mr. Farrar:

By letter dated May 19, 1994, the staff issued a safety evaluation (SE) approving Revision 2 of the Dresden Units 2 and 3 third ten-year interval lnservice Inspection (ISi) program.

In the SE, the staff noted that the licensee had taken exception to portions of lhe main steam line piping and the reactor head spray piping not being inspected in accordance with the ISi program, and requested that the licensee provide a basis for the exception.

By letter dated January 17, 1995, the licensee provided the justification for the main steam and the reactor head spray piping systems down stream of the second containment isolation valve not being classified as non-safety-related systems and as such do not meet the intent of Regulatory Guide 1.26, Quality Group Classification of Standard for Water, Steam, and Radioactive-Waste-Containing Components of Nuclear Power,elant_s.

In that Jett~r, t_he ljcensee stated that for both the main steam line piping and the head spray piping, the components beyond the second isolation valve have been classified at Dresden Units 2 and 3 as non-safety-related and as such the provisions of Regulatory Guide 1.26 do not apply to this piping. Therefore, the piping is not classified for ISi purposes and Section XI of the American Society of Mechanical Engineers (ASME) Code examination and testing is not required.

The staff has previously reviewed the classification of the above piping systems in the following documents and found that the piping down stream of the second containment isolation valve being classified as non-safety-related was acceptable:

NRC letter dated March 5, 1985, approving the second ten-year ISI interval.

Based on the above, the staff finds that sufficient information has been provided by the licensee to support that the piping in question can be classified as non-safety-related piping, and as such, the piping is not classified for ISI purposes and the ASME Code Section XI examination and testing is not required. This completes the staff's review of the third ten-year interval ISI program open item concerning piping classification.
