RESOLUTION OF GENERIC LETTER 94-03, "INTERGRANULAR STRESS CORROSION CRACKING OF CORE SHROUDS IN BOILING WATER REACTORS" AT DRESDEN, UNITS 2 AND 3, AND QUAD CITIES, UNITS l AND 2 (TAC NOS. M90088, M90089, M90109, AND M90110)

Dear Mr. Farrar:

On July 25, 1994, the NRC issued Generic Letter (GL) 94-03, 11 Intergranular Stress Corrosion of Core Shrouds in Boiling Water Reactors," to BWR licensees to address the potential for cracking in their core shrouds.

The GL requested BWR licensees to take the following actions:

inspect their core shroud at the next scheduled refueling outage; perform a safety analysis supporting continued operation until inspections are conducted; develop an inspection plan; develop a plan for evaluation and/or repair of the core shroud; and work closely with the BWROG on coordination of inspections, evaluations, and repair options for all BWR internals susceptible to intergranular stress corrosion cracking.

By letter dated August 23, 1994, Commonwealth Edison Company (ComEd) responded to GL 94-03 for Dresden, Unit 2, and Quad Cities, Unit 2.

The staff reviewed ComEd's response to the GL and found open items.

As a result, the staff*

issued a request for additional information (RAI) dated September 27, 1994.

By letters dated October 7, 1994, and October )3, 1994, ComEd responded to the RAI.

At the request of the NRC staff, ComEd met with the staff to discuss ComEd's responses to GL 94-03.

As a result of the meeting, additional open items were identified.

By letter dated November 14, 1994, the staff issued another RAI.

By letter dated December 14, 1994, ComEd responded to that RAI.

The staff has reviewed all the information provided by ComEd concerning GL 94-03.

Enclosed is the staff's safety evaluation.

Based on the enclosed safety evaluation, the staff concluded that Dresden, Unit 2, and Quad Cities, Unit 2, -can co~tinue to -be-safely operated until. each unit's next scheduled refueling outage, at which time the core shrouds at each unit will be 0_2_QC:_!:1_t:~~ -----,--------,

In accordance with GL 94-03, ComEd has provided the repair proposal for Quad Cities, Unit 2, core shroud by letter dated January 16, 1995, and has indicated that the Dresden, Unit 2, core shroud repair proposal will be submitted in the near future for staff review and approval.

During the last refueling outages at Dresden, Unit 3, and Quad Cities, Unit 1, the core shrouds were inspected.

Severe cracking was detected in both units at the HS weld location.

The licensee provided a crack analysis that demonstrated that the cracked core shrouds could maintain margins against failure as specified in Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code).

The staff evaluated ComEd's analjsis to determine if the degraded shrouds have adequate safety margins to meet the requirements of the ASME Code.

By letter dated July 21, 1994, the staff issued a safety evaluation concluding that the cracked shrouds

. would satisfy ASME Code margins against weld failure for 15 months of operation above crild shutdown.

This concludes the staff's evaluation of GL 94-03 for Dresden, Units 2 and 3, and Quad Cities, Units 1 and 2.
