SUMMARY
OF MEETING WITH COMMONWEALTH EDISON COMPANY TO DISCUSS THE STATUS OF REGULATORY BURDEN REDUCTION INITIATIVES A meeting was held between the Nuclear Regulatory Commission and Commonwealth Edison Company (CECo) at One White Flint North in Rockville, Maryland on
,October 13, 1993.
The purpose of the meeting was for CECo to provide the staff an update the status of its Regulatory Burden Reduction Initiatives
{RBRI) since our initial meeting on September 18, 1993, when preliminary results were presented.
Enclosure l contains a list of all meeting attendees. contains a copy of the CECo handout which presents further details of their RBRI.
Mr. Steve Stimac, CECo, described the results of a one day internal workshop that was held to develop and categorize a list of cost benefit licensing actions (CBLAs).
During this workshop 260 potential CBLAs were identified; 63 that require potential licensing action by the staff, and 97 that are NRC related but CECo controlled. The prioritization criteria that included safety impact, cost savings, and degree of difficulty in obtaining technical resolution factors to be utilized in the determination of the high priority CBLAs was also discussed.
The CECo presentation also included a commitment change process flow chart that included FSAR commitments, Technical Specifications, and non-FSAR docketed commitments.
There was considerable discussion related to the portion of the flow chart that addressed the non-FSAR commitments, since it did not contain any mechanism to evaluate or assess the original bases for the commitment or the safety significance.
