SUBJECT:
REACTOR WATER CLEANUP SYSTEM PIPING INSPECTION FOR INTERGRANULAR STRESS CORROSION CRACKING FOR DRESDEN AND QUAD CITIES NUCLEAR STATIONS (TAC NOS. M84118, M84119, M84120 AND M84121)
Your letter dated December 14, 1992, described your program for inspection of the reactor water cleanup system (RWCU) piping at the Dresden and Quad Cities Nuclear Stations during the next three refueling outages for all four units.
The informa-tion contained in this letter was based on previous correspondence, meetings, and teleconferences between Commonwealth Edison Company (CECo) and the staff.
The staff has reviewed your inspection plan described in the attachment to your letter and concluded that it is acceptable.
Our determination is based on the following commitments made by CECo:
the upgrades/enhancements to the RWCU isolation valves to meet the requirements of Generic Letter 89-10, Supplement 3, will be completed during the upcoming refueling outage for each unit; submittal of the results of the inspections with justification for one cycle of operation without repair, when indications are observed, to the staff for approval; the use of the staff approved crack growth model (described in Generic Letter 88-01) to perform crack growth calculations if intergranular stress corrosion cracking (IGSCC) indications are discovered (excluding seismic stress and permitting an increase in the cutoff points for the allowable flaw depth thickness ratio from 60% to 75%); the replacement of supply and return side piping if the thresholds identified in the flow chart (attachment to your letter) are exceeded; and after the third outage of inspections CECo will discuss the results of the inspections with the staff to determine future inspections, repair, and/or replacement activities.
As a result of these commitments the staff has accepted CECo's proposal that a fixed sample size, as identified in the attachment to your letter, be inspected every outage.
However, the staff requests that CECo notify us prior to restart should any cracking be identified during the inspections regardless of whether or not repair is required.
