Dear Commissioners and Staff:
License Amendment Request (LAR) 16-04, "Request to Adopt Emergency Action Level Schemes Pursuant to NEI 99-01, Revision 6, 'Development of Emergency.
Action Levels for Non-Passive Reactors,"' dated October 25, 2016, was submitted by Pacific Gas and Electric (PG&E) Letter DCL-16-099 (Reference 1).
In Reference 2, the NRC requested additional information required to complete the review of LAR 16-04. PG&E's responses to the Staff's questions are provided in. contains a list of changes made to the Emergency Action Levels (EALs) not associated with nor discussed in the request for additional information response.
These changes consist of: minor edits, clarifications, additional definitions, or technical basis document clarifications.

Document Control Desk June 21, 2017 Page2 PG&E Letter DCL-17-055 contains a clean copy of the "Diablo Canyon Power Plant Emergency Plan, Appendix D-Emergency Action Level Technical Basis Document," that reflects the changes associated with this submittal.
Additionally, as previously discussed with NRC Project Manager Balwant K. Singal, PG&E is requesting a 365 day period for implementation of the license amendment
- after issuance.
PG&E makes no regulatory commitments (as defined by NEI 99-04) in this letter.
This letter includes no revisions to existing regulatory commitments.
