This refers to the inspection conducted by W. Rogers, M. Peck, H. Miller,

P. Lougheed, P. Rescheske, K. Shembarger, J. Schapker and D. Liao of this

office, and assisted by R. Zuffa of the Illinois Department of Nuclear Safety

on January 13 through March 2, 1992. *.The inspection included a review of

authorized. activities for your Dresden Nuclear Power Station.* At the*

conclusion of the insp~ition, the finding~ were discussed with those members

  • of you.r staff identified in the en_closed report.

Areas examined duririg the inspection ~re jdentified in the report. Within. *

  • these areas, the inspection consisted of a selecti~e examination of procedures

and representative *records, observations; and :interviews with personnel .

. Based on the restilts of *this inspection, certain of ~our ~ciivities were i~.

violation of NRC requirementsi as ~pecified in the enclosed Notice of

Violation (Notice)~ You are required to respond to this letter and should

follow the instructions specified in the enclosed Notice when preparing your

. response.

In your response, you should document the specific actions taken

and any additional actions you plan to prevent recurrence. After reviewing.

your response to this Notice, including* you~ proposed corrective actions and

the results of future inspections, the NRC will determine whether further NRc*

enforcement act i'on is necessary to ensure comp l 1ance with NRC Regulatory

requirements. *

Also, during this inspection, one other activity was in violation of NRC .

requirements. However; as described in the enclosed inspection report~ you

identified this violation, and to ~ncourage and support licen~ee initiatives

for self-identific~tion ahd correction of violations, the ~iolation is no~

being cited because the criteria specified in Section V.G. of the 0 General

Statement of Policy and Procedure for NRC Enforcement Action," (Enforcement*

  • Pol icy, 10 CFR Part *2, Appendix. C (1991), were satisfied). *
