This refers to the routine safety inspection conducted by W. Rogers, D. Hills,

M, Peck, M. Phillips, D. Butler, J. Schapker, and R. Lerch of this office and

assisted by R. Zuffa of the Illinois Department of Nuclear Safety on May 17

through June 28, 1991, of activities at Dresden Nuclear Power Station, Units 2

and 3 authorized by NRC Operating License Nos. DPR-19 and DPR-25 and to the

discussion of our findings with Mr. E. Eenigenburg and others at the conclusion

of the inspection.

The enclosed copy of ou~ inspection report identifies areas examined during

the inspection. *Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements as described in the enclosed Notice.

A written response

is required.

With regards to the event of June 13 and 14, 1991, our review

identified several concerns relating to your performance of a reportability

determination pursuant to 10 CFR 50.72.

These concerns are discussed in

paragraph 8.c of the enclosed inspection report.

As the violation discussed

in paragraph 3 of the report dealt with a 10 CFR 50.72 report, you are

requested to also review these concerns and inform us in writing of your

conclusions within 30 days of the date of this letter. Also during this

inspection, certain of your other activities appeared to be in violation of

NRC requirements.

However, as described in the enclosed inspection report,

the violation was categorized at Severity Level V and it is not being cited

because the criteria specified in Section V.A. of the "General Statement of

Policy and Procedure for NRC Enforcement Actions, (Enforcement Policy,

10 CFR Part 2, Appendix C (1991), were satisfied.

In accordance with 10 CFR 2.790, of the Commission's regulations, a copy of

this letter and the enclosure(s) will be placed in the NRC Public Document Room .
