December 4, 1980 This refers to the telephone discussions between Mr. E. L. Jordan of our Headquarters staff, Mr. R. L. Spessard of this office and Mr. D. J. Scott and others of your staff on December 4, 1980, regarding the recent problems experienced with the Scram Discharge Volume (SDV) Level Monitoring system installed at Dresden Unit 2 in accordance with the NRC Confirmatory Order, dated October 2, 1980.
Based on the results of these discussions, it is our understanding that you have taken or will take the following actions:
- 1.
Daily shift checks of the SDV level will be performed on both Units 2 and 3 in accordance with the order until the operability of the permanently installed SDV level monitoring system, which is required by the order and is further described in your letter dated December 2, 1980 to the NRC, is demonstrated.
- 2.
- Operator response to alar-med annunciator windows from the permanently installed SDV level monitoring system on both Units 2 and 3 will be in accordance with your current approved procedures unless the system has been declared inoperable for either maintenance or test purposes.
- 3.
By December 12, 1980, the existing noise problems in the permanently installed SDV level monitoring system on Unit 2 will be corrected.
Following any* necessary design changes to this system, the opera-bility of the system will be verified, including the performance of individual rod scram tests.
- 4.
During the next shutdown of sufficient duration a more thorough testing program of the permanently installed SDV level monitoring system will be performed.
Requirements for this testing program will be provided by the NRC prior to the performance of testing.

- 5.
The permanently installed SDV level monitoring system on Unit 3 will be modified and tested in the same manner as the Unit 2 system described in 3 and 4 above.
On the basis of the above actions, we have concluded that operation of Dresden Unit 2 and 3 may continue in accordance with the NRC Confirmatory
- Order, dated October 2, 1980.
Please inform us *immediately if your understanding of these items is different from that stated above.
