This refers to the inspection conducted by Mr. E. J. Gallagher and

Dr. M. J. Oestmann of this office on September 17, 18 and 24-27, 1979,

of activities at Dresden Nuclear Power Station, Units 2 and 3, authorized

by NRC Operating Licenses No. DPR-19 and No. DPR-25 and to the discussion

of our findings with Mr. B. B. Stephenson and others of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted qf a selective

examination of procedures and representative records, observations, and inter-

views with personnel.

Although no items of noncompliance with NRC requirements were identified

during the course of this inspection we request that you submit to this

office within twenty days of your receipt a written statement or explanation

in reply to the following items:

(1) your position on the immediate and

long term integrity of the cooling lake dike in view of the apparent seepage

under the foundation of the North dike, (2) the finding that permeable gran-

ular soils have been identified at the toe of the North dike and below the

foundation of the dike when the original design required that all granular

soil be removed (see Final Environmental Statement, Section 3.4.3) and (3)

the findings noted in our report that the required monthly surveillance of

the dike as per procedure DTS 4450-1, dated April 1979 is not as compre-

hensive as was indicated in the FES, Section 5.l.4(d).

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the enclosed

inspection report will be placed in the NRC's Public Document Room, except as

follows.

public disclosure.

The application must include a full statement of the

reasons for which the information is considered proprietary, and should be
