MEETING
Dear Mr. Byram:
This letter and enclosures summarizes the December 21, 1994 management meeting held at your request between Messrs.
C. Myers and T. Price of your staff and members of the NRC Region I staff in King of Prussia, Pennsylvania.
The purpose of the meeting was to brief the Region I staff on your proposed Emergency Operations Facility (EOF) relocation and other EP issues.
Enclosed is a copy of the agenda used by your staff during the meeting and a copy of our Meeting Notice.
The meeting was very beneficial to clarify our understanding of your proposed primary EOF relocation.
The relocation will require approval of the NRC Commissioners, since the relocated facility will be further than the 10 mile evaluation criterion from the plant as specified in NUREG-0696, Revision 1.
Your staff was aware of the need to seek Commission approval.
We also appreciated the update on your management perspective of the EP program and its commitment to increase program excellence.
Your staff cited the following examples:
- 1) improvement of the siren activation circuit to increase reliability, 2) upgrade of the computer software for effective telenotification of the emergency response organization and 3) discontinuance of scripting for control room operators during drills and exercises to allow for free play.
We will monitor these program changes and follow up o'n them during subsequent inspections.
